OUR STORY
In July 2021, LTEC Group was established as a result of the shared vision between Luis E. Tamayo and Luis A. Labrada. It was their goal to combine their expertise and knowledge to provide engineering of the highest quality, exceeding their clients’ needs, and ultimately improving the quality of life while making a positive impact on San Diego’s community.

Luis E. Tamayo P.E.
Co-Founder
Luis Tamayo is a Civil Engineer with 14 years of combined experience in civil engineering and infrastructure engineering.
With a wealth of expertise across various domains, he possesses an extensive skill set encompassing master planning, land development engineering design, grading, hydrologic and hydraulic analyses, and residential subdivision. His proficiency extends to roadway design, project estimation and scheduling, as well as planning, controlling, and forecasting within the areas of project management.
Having worked on a diverse array of projects spanning residential, commercial, and industrial sectors, both in private and public spheres, he brings a comprehensive understanding of the intricacies involved in delivering successful outcomes across multifaceted landscapes.
He earned his bachelor's degree in Civil Engineering with a minor in Project Management from the University Tec of Monterrey ITESM in 2011. Since then, he has contributed significantly to the field through his involvement with various private engineering consulting firms, playing integral roles in projects spanning Texas and California, collectively valued at over 1 billion dollars.
His commitment to advancing infrastructure and sustainability extends beyond his professional endeavors, as he actively participates in esteemed organizations such as the American Society of Civil Engineering (ASCE), American Society of Highway Engineers (ASHE), Engineers Without Borders, and Habitat for Humanity. By engaging with these groups, he strives to make meaningful contributions to the community and drive positive change in the built environment.
Luis A. Labrada P.E.
Co-Founder
Luis Labrada brings a wealth of expertise to the field of civil engineering, with an extensive background spanning more than 26 years.
His experience encompasses various disciplines such as civil, structural, geotechnical, environmental, and material testing and inspection. He has also excelled in infrastructure design and project management, working on diverse residential, commercial, private, and public development projects.
Luis earned his bachelor's degree in Civil Engineering from the University of California, Los Angeles (UCLA) in 1997.Throughout his career, he has been engaged with both private consulting firms and governmental public agencies, gaining valuable insights from each sector. With a client base exceeding 500, Luis has provided a wide range of professional civil and structural engineering services. His portfolio includes the successful completion of over 5,000 projects across southern California.
